The Amendments to the Condo Act - What's in and What's Out?

Tanisha Jhuman

Tanisha Jhuman has been in the condominium property management industry since 2012.  Currently, Tanisha is the Vice President of Client Relations at Icon Property Management.

She launched her career in property management in a luxury hotel condominium facility and branched out to managing a variety of new construction and mixed use high rise properties, townhouse complexes, and commercial condominiums.

Through the course of her career, she has delved into various shared facility, reciprocal and cost sharing agreements.

With a background in communications, she is committed to simplifying the complexities of operations, while guiding communities to timely and value driven solutions

Yulia Pesin

Yulia Pesin received a double B.A. (Hons.) in History and Psychology from York University in 2008, graduating with summa cum laude distinctions. She earned her J.D. from Osgoode Hall Law School in 2011 and was called to the Bar in 2012.

Prior to joining Deo Condominium Lawyers, Yulia was an associate lawyer with two prominent Toronto insurance defence litigation firms. She gained extensive experience as a civil litigator, including acting as co-counsel on two Ontario Superior Court jury trials, co-editing the 2017 LexisNexis Canada Inc. publication of the Ontario Insurance Law & Commentary textbook, and authoring several publications in Claims Canada journal.

Since transitioning her litigation practice to condominium law, Yulia has represented clients at the Human Rights Tribunal, the Condominium Authority Tribunal, the Superior Court of Justice and on appeals before the Divisional Court. Additionally, Yulia engages in solicitor-side condominium work, including corporate governance and compliance matters, chairing of owners’ meetings, negotiation and drafting of contracts, and the preparation of by-laws, rules, policies, and declaration amendments.

Yulia is actively involved in the condominium industry, routinely leading CMRAO-accredited educational seminars for property management companies across Ontario. She is a regular contributor to CondoVoice, the Toronto Law Journal, and the Canada Chapter Community Associations Institute (CAI) newsletter. Furthermore, Yulia serves as a member of the CAI Canada Advocacy Committee and is a returning presenter at the CAI biannual conferences.

Yulia is fluent in Russian. Outside of her legal practice, she devotes her time to her children and husband, as well as her personal community library charity initiative known as “Kai’s Little Library.”

Salim Bel Mamoun

Salim Bel Mamoun  is the Founder & CEO of Elite Residential Concierge Services, a Toronto-based firm specializing in high-end concierge and security services for condominium communities. He is a seasoned business leader with deep, hands-on experience in operations, client services, sales, marketing, and team development.

With over 23 years of experience in the security industry, Salim has built a reputation as a trusted partner to property managers and condominium boards. After completing a degree in Commerce, he began his career in 2000 as a Security Officer while attending university. He has since progressed through every level of the business, holding roles including Mobile Supervisor, Scheduler, Human Resources Lead, Trainer, Client Service Manager, and Operations Manager.

Prior to founding Elite Residential Concierge Services, Salim served as Vice President of Operations for a leading condominium security company, where he oversaw all operational aspects of a successful and growing organization. This comprehensive, ground-up experience uniquely positions him to understand both the operational realities of security teams and the expectations of boards, residents, and property managers.

Salim is known for his integrity, professionalism, strong work ethic, and genuine care for both clients and employees. Throughout his career, he has helped condominium communities feel confident knowing they are supported by well-trained, customer-centric professionals who act as the “eyes and ears” of safety while enhancing the resident experience.

Nassim Jebran

Nassim Jebran is a Mechanical Engineer and Partner at Thermo Cool Mechanical with over 15 years of experience in the condominium industry. As a Senior Project Manager, I specialize in overseeing complex mechanical projects from concept through completion, ensuring efficiency, cost control, and long-term system performance. I work closely with boards, property managers, and contractors to deliver practical, high-quality solutions tailored to the unique demands of multi-residential buildings.

Sam Soltani

As a highly experienced Engineer with a passion for serving the condominium industry, I am excited to express my interest in joining the CAI’s board. My recent interim membership on the Board has allowed me to witness the challenges and issues facing our industry firsthand. As a designated consultant by PEO, I oversee the completion of over 500 projects each year, which has given me a unique perspective on the needs of this industry. By joining the CAI’s board, I am confident that I can contribute to its mission, growth and help drive positive change. With my expertise and commitment to the industry, I believe that I can bring a valuable perspective to the board, and I am eager to collaborate with fellow board members to create solutions that benefit the entire community.

Bradley Chaplick

Bradley Chaplick was admitted to the Law Society of Ontario (formerly the Law Society of Upper Canada) in 2009 and received his J.D. from Queen’s University Law School in 2008. As a partner at LEVITT DI LELLA DUGGAN & CHAPLICK LLP, Bradley serves as Team Leader of the firm’s Condominium Law Practice Group.
Bradley regularly represents his condominium clients at the Condominium Authority Tribunal, the Human Rights Tribunal of Ontario, enforcement of condominium rules and regulations through mediation, arbitration and court applications, and collection of unpaid common expenses. Bradley frequently acts as a chairperson for condominium meetings and provides advice and written opinions to condominium boards of directors.
Bradley also provides mediation and arbitration services and is a mediator member of the ADR Institute of Ontario. Bradley’s mediation and arbitration practice focuses on condominium disputes, landlord and tenant, commercial leasing, human rights, and workplace and employment matters.

Pedram Rahbari

Pedram Rahbari is a seasoned general management and operations executive with more than three decades of leadership experience across marketing communications, professional services, not‑for‑profit organizations, and large‑scale distribution. As Founder and President of Imagix Inc. (2003–2023), he led Canada’s sole localization agency for one of the world’s largest video game publishers, delivering nearly 1,000 localized titles and developing innovative digital solutions for major U.S. library service providers. His earlier career includes senior roles in engineering consulting, distribution operations, and project management, where he consistently drove operational efficiency and strategic growth.
Pedram holds an MBA in Strategy and Entrepreneurship from the University of Toronto’s Rotman School of Management and a B.Sc. in Industrial Management. A former condo board president and active community leader, he has also authored a 300‑page book on construction procurement and published multiple articles on engineering management and smart building technologies.

Nicholas Gill

Nicholas Gill has over 25 years of leadership experience across sales, marketing, and operations in the proptech, automation, and building-technology sectors. He has founded and co-founded several companies, including FrontDesk Inc., Granite Concierge, SmartSimple Realty Solutions, and BuildingLink Canada, all focused on modernizing how residential communities are managed.Nicholas is a partner and advisor at Mobi Robotics and Ombrello Building Solutions, which focuses on delivering IoT-driven water-leak detection and environmental monitoring to reduce risk, improve operational efficiency, and protect buildings.

Jake Fine

Jake is a partner at Lash Condo Law LLP and is highly experienced in all aspects of condominium law, with a primary focus on corporate matters, including governance issues, contracts and enforcement. Jake is also actively involved with CAI-Canada, where he sits on its board of directors and previously completed a term as president.

Marc Bhalla

Marc Bhalla is Vice President of Policy, Programs & Dispute Resolution and Interim Deputy Registrar at the Condominium Authority of Ontario.

Marc has helped Ontario’s condominium communities since 2002. Before taking on his executive role at the CAO, Marc had a private mediation/arbitration practice specializing in condominium dispute resolution. He was also an original member of the Condominium Authority Tribunal, mediating the very first cases of Ontario’s online tribunal.

Marc has a Master of Laws in Dispute Resolution from Osgoode Hall Law School, where he is now a faculty member. He has spoken across North America and been widely published.

Max Gajdel

Max Gajdel is the Co-Founder of STAN AI, North America’s largest AI assistant platform for property managers and community association managers, trusted by over 2.5 million homes across the U.S. and Canada. A former licensed manager himself, Max co-founded STAN AI to transform how managers communicate with and serve their residents through AI-powered communication, workflow, and engagement tools.

Muamer Bektic

Muamer Bektic is the Senior Director of Customer Experience at Condo Control, supporting thousands of condominium communities across North America. With over 15 years in the condominium and software industry — spanning operations, security, sales, and executive leadership — he brings a practical, real-world perspective to the challenges property managers face. Muamer is currently overseeing the implementation of AI within his organization and helping shape AI’s integration into Condo Control’s product, with a focus on driving efficiency and elevating the customer experience.

Annette Quitevis

Annette is a Director, Condominium Management with Melbourne Property Management. With extensive experience overseeing residential, commercial and mixed-use condominium portfolios, Annette brings a strong operational and governance-focused approach.  She supports boards through complex financial, capital and compliance matters and leads and mentors a team of property managers and support staff.  Annette is known for her practical leadership style, clear communication, and commitment to tailored solutions that reflect the unique needs of each community.

Shawn Pulver

Shawn Pulver is the Principal and Founder of Pulver on Condos.

Shawn is one of the leading condominium lawyers in Ontario and a fearless advocate for his clients. He is a leading practitioner in the areas of condominium law, condominium litigation, and real estate litigation.

Shawn advises condominium board and owners on condominium governance and enforcement issues relating to the Ontario Condominium Act. Shawn has significant experience advising clients on disputes relating to shared facilities agreements, condominium deficiencies, and noise disturbances.

Shawn has appeared before the Ontario Superior Court of Justice (including Estates Court and Commercial List), Ontario Court of Appeal, Tax Court of Canada, Federal Court of Appeal and the License Appeal Tribunal. He has acted as counsel in several complex trials before the Ontario Superior Court of Justice and the Tax Court of Canada. Shawn has also been counsel in several precedent setting cases, including York Regional Vacant land Condominium Corp. No. 968 v. Schickedanz Bros. Ltd. (2006)Irwin Mintz, in trust v. Shawn is a frequent speaker and writer on various real estate and condominium-related issues and is a visiting professor at Western Law, where he teaches an intensive course on condominium law. Shawn is also one of the seven founding directors of CAI Canada, a leading organization which provides education, licensing and credentialing opportunities to condominium and strata managers across Canada.

When he is not in the office, you may find Shawn training for his next marathon or spending time with his beautiful wife, Lauren, and his three wonderful children.

Dalia Yonadam

A highly accomplished litigator, Dalia approaches each case with a laser-sharp focus in order to find the right path and achieve the proper solution for her clients.

Dalia earned an LL.B (Honours) from the Faculty of Law at The University of Kent in the United Kingdom. She continues to represent Kent’s law faculty, advising and supporting prospective students as an Ambassador. While pursuing her law degree at Kent, Dalia also studied Private International Law at The Hague Academy of International Law in Den Hague, Netherlands. Her time at the Hague and the training she received from some of the most highly-regarded lawyers in the world proved to be valuable and informative for her current work in condominium litigation.

Upon graduation, Dalia found herself drawn to condominium law for its broad application and the varied nature of the issues it encompasses. Her skill as a litigator and deep knowledge of condominium law allows Dalia to give her clients reliable and accurate legal advice. She also believes in providing her clients with an extremely high level of service. Dalia is dedicated, attentive, and sensitive to her clients’ goals and the outcomes they hope to achieve.

Outside of the office, Dalia is involved in the condominium industry in several capacities. She has had work published in Condo Voice magazine and is a member of the Association of Condominium Managers of Ontario (ACMO) and the Canadian Condominium Institute (CCI). She is also a member of the Women’s Law Association.

 

Jordana Spiegelman

Jordana summered and articled at Lash Condo Law which ignited her passion for condominium law.
After being called to the bar in June 2023, Jordana joined the development and condominium corporation groups as an associate. Jordana works closely with developer clients in preparing sales and disclosure documentation.
In the condominium corporation group, Jordana works with condominium corporation clients in drafting various condominium documentation including by-laws, rules, and compliance letters.

Outside of the office, Jordana enjoys hiking, workouts, and travelling.
