Condominium Authority of Ontario & Condominium Management Regulatory Authority of Ontario
The Condominium Authority of Ontario and the Condominium Management Regulatory Authority  of Ontario is seeking feedback on proposed fees for administering the mandatory board member training, dispute resolution, and manager licensing.   The proposed fees they are seeking feedback on are below, along with a few practical examples to illustrate the financial impact that will be passed down to residents living in Ontario condominiums.

Please review the information below and provide your feedback on the reasonableness of these fees  to the CAO and CMRAO by following these links.  Note, you must submit feedback separately for the proposed condominium fees and proposed manager licensing fees.  If you are a condominium board member and/or resident, we suggest you provide comments on both surveys (it will take you less than 10 minutes) as condominium residents will ultimately bear the financial burden directly or indirectly.

Please have your voice heard and submit your comments no later than August 1, 2017.  Please distribute this request to all residents living in your condominium.

Proposed fees for Condominiums $1 per door per month per condominium –  fee for the development and administration of the mandatory board training program and the dispute resolution program.

Example:  First year fees for a 250-unit condominium building with an on-site manager

$3,000 Annual Fee ($1 x $12 x 250)

TBD Fee for mandatory education program for board members

$3,113 Manager licensing fee for on-site manager

$6,113 plus fees related to mandatory education program for board members

Example:  First year fees for a 250-unit condominium building with management company

$3,000 Annual Fee ($1 x $12 x 250)

TBD Fee for mandatory education program for board members

TBD Manager licensing fee to be on passed on to condominium

$3,000  plus fees related to mandatory education program for board members and fees for manager licensing

Proposed fees for Dispute Resolution:  If a resident or board is interested in participating in the dispute resolution process, the proposed fees are:

$25 for an online resource for the parties to self-resolve their dispute.

$50 to engage a mediator to assist in resolving the dispute.

$125 to engage a mediator who will conduct a full adjudication and issue a binding order.

The Condominium Management Regulatory Authority Ontario is the regulatory agency administering the new Condominium Act changes related to manager licensing.

Proposed fees for Managers:

Application – $150 one time application

Limited License (must work under supervision) – $379 per year

Transitional General License (at least two years’ experience) – $607

General License (at least two years’ experience and meet education requirements) – $607

Firm License – $799 plus $350 per manager employed by the firm.*

*Note: It is unclear whether the firm is required to pay $350 per manager and the manager is required to also pay a license fee.  The assumptions in the examples outlined below are that a firm paying for a manager employee must pay for the firm license fee and an individual manager license fee. 

EXAMPLE:  Individual Manager Licensing Fee for a General License:

$150 One time application fee

$2,356 Education program fees

$607  General license fee

$3,113 First year fee

EXAMPLE: Management Company with 5 General Licensed Managers for the first year 

$150 one time application fee

$799 annual fee

$1,750 ($350 per manager x 5 managers)

$15,565 (first year fee for each manager for a general license – incls. education, license & application)

$18,264 First year fee
